Overview
A moderation tool that can choose its own targets is a risk of its own, so Sat Digital acts only in a group where a human has added it and made it an admin. Detection is rules-first because rules are inspectable and cheap, and an optional hosted model looks only at ambiguous text, only when a human has switched it on. Dragon Guardian runs as a serverless webhook that verifies a shared secret on every Telegram update before any rule runs.

Where it stands
The rules-only guard is deployed as a serverless webhook and answers Telegram. No pilot, users, customers, revenue, or protection outcome is verified, and the deployment claims none: the rules catch what they are written to catch, and a miss is a rule that has not been written yet.
